Gary Boden earned a Bachelor of Arts in Political Science at the University of Illinois after receiving an Associate of Arts from Rock Valley College. Subsequently, Gary Boden studied urban management at Northern Illinois University, where he received a Master of Arts in Public Administration. For the first decade of his career, Gary Boden advanced through a number of positions of increasing responsibility for the city of DeKalb, Illinois. Starting as an intern in the departments of Community Development and Public Works, Gary Boden later accepted a position as a Management Analyst. After assisting the City Manager on administrative functions, Gary Boden became Assistant City Manager. During his tenure, Gary Boden coordinated the city’s bus system, oversaw press relations for the mayor, and aided with mediation for a local public school strike. Between 1991 and 2004, Gary Boden served as City Manager of Whitewater, Wisconsin, managing a $9 million budget for 5 major departments. Among numerous accomplishments in public works, Gary Boden managed the $4.3 million Municipal Building renovation including an 18,000-square-foot addition, which garnered two design awards. Gary Boden also made a significant impact in economic and community development, overseeing all aspects of the Cravath Lakefront Park project and negotiating the development agreement for a 165-MEG cogeneration electrical power plant, the first of its kind in Wisconsin. A keen businessman, Gary Boden also updated the city’s budget management system. Currently City Administrator for Clinton, Iowa, Gary Boden oversees seven departments, including Administration, Community Development, Finance, Fire, Police, and Public Works. Since assuming this role in 2007, Gary Boden created a Human Resources division, reengineered hiring practices, and established new labor negotiation strategies. A skilled leader, Gary Boden also supervised development of the city’s premier building, electrical, HVAC, and plumbing code. Gary Boden holds memberships in Rotary International, the Iowa City/County Management Association, and the International City/County Management Association. Formerly, Gary Boden belonged to the Illinois City/County Management Association, the Wisconsin Alliance of Cities, the League of Wisconsin Municipalities, and the Wisconsin City/County Management Association.
